How Meta Actually Ranks Your Ads

Every time Facebook or Instagram has a chance to show an ad, it runs an auction. The winner isn't the highest bidder — it's the ad with the highest total value. Here's the formula Meta itself publishes, what each part really means, and the levers you actually control.

Most advertisers think Meta's ad auction works like eBay: bid the most, win the spot. It doesn't. Meta runs billions of tiny auctions a day, and each one scores every eligible ad with a single number — total value — then shows the winner. Your bid is only one of three ingredients in that number.

The formula

Total Value = Advertiser Bid × Estimated Action Rate + Ad Quality

That's Meta's own published model. An ad wins when its total value beats every other ad competing for the same person's attention at that moment. Let's take the three parts one at a time.

1. Advertiser bid — what you tell Meta your result is worth

Your bid isn't always a number you type in. With a lowest-cost strategy, Meta bids as aggressively as your budget allows. With a cost-per-result goal or a bid cap, you're telling Meta the most a result is worth to you — and Meta uses that as the bid in the formula. Either way, it's your ceiling on value, not a guaranteed price: you generally pay closer to what was needed to beat the next ad's total value, not your maximum.

2. Estimated action rate — the multiplier that decides most auctions

This is Meta's prediction of the probability that this specific person, seeing this specific ad, will do the thing you're optimizing for — click, buy, submit the form. It's calculated per person, per impression, from signals like their past behavior and your ad account's conversion history, fed by your pixel and Conversions API data.

It's a multiplier, which is why it dominates. Double your estimated action rate and you've effectively doubled your bid — without spending a cent more. Two advertisers bidding the same amount get wildly different results because Meta expects one ad to produce the action and the other to get scrolled past.

3. Ad quality — the score your creative earns

Ad quality captures how people respond to the ad itself: negative feedback like hides and reports drags it down; signs of low-quality content — engagement bait, sensational or misleading claims, a poor landing-page experience — drag it down too. Strong, relevant creative that people engage with honestly raises it. Unlike the bid, this part is added, and it can lift a modest bid past a big one.

What this means in practice

  • Optimize for the event you actually want. If you optimize for clicks, the estimated action rate is about clicking. Choose purchases or qualified leads, and make sure enough of them happen for Meta to learn from — a trickle of conversions makes the prediction weak for everyone.
  • Fix your data before your budget. A broken pixel or missing Conversions API feed means Meta is estimating blind. Better signal in, better predictions out, cheaper results.
  • Creative is a bidding lever. A better ad raises both the estimated action rate and the quality score. Refreshing creative before fatigue sets in is not "branding" — it's auction math.
  • Don't starve the algorithm. Audiences narrowed to a sliver and tight cost caps early on leave Meta no room to find the people with the highest action rates. Broader targeting with a clear conversion signal usually beats clever micro-targeting.
  • Your landing page is part of the auction. Slow, mismatched, or misleading pages hurt your quality ranking and your conversion rate at the same time.

The short version: Meta rewards ads that are valuable to people, not just ads with money behind them. Raise your estimated action rate and your ad quality, and the bid you need to win goes down.

This is exactly the system our Meta campaigns are built around — creative scored before it runs, tracking verified before spend, and every result visible in your portal. See AI Facebook & Instagram Ads management.
